The College of Physicians Malaysia (COPM) extends its highest commendation to the Ministry of Health (MOH) for the implementation of the Specialist Pre-Gazettement Incentive Payment (BIPPW) for medical officers who have successfully completed their specialist training and are presently undertaking the Supervised Work Experience (SWE) period.
This progressive policy represents a significant advancement in acknowledging the professional commitment, sacrifices, and substantial contributions of medical officers as they transition towards full specialist accreditation.
The provision of BIPPW is both timely and just, recognising the pivotal responsibilities assumed by these officers during the supervised phase, while simultaneously serving as a strategic measure to enhance retention and strengthen the public health care workforce.
The SWE period constitutes a critical component in the continuum of specialist development. It provides an essential platform for newly trained specialists to consolidate their competencies under structured supervision, thereby ensuring the highest standards of clinical care for the Malaysian population.
The introduction of BIPPW underscores the government’s resolve to value and invest in its medical professionals during this formative stage.
COPM further acknowledges the leadership and foresight demonstrated by Health Minister Dzulkefly Ahmad in instituting a policy that addresses long-standing concerns within the medical fraternity. This initiative will undoubtedly strengthen morale among trainee specialists, foster workforce sustainability, and enhance service delivery across the health care system.
Of equal importance, this incentive is aligned with the amended Medical Act 2024 (Act A1729), which has introduced a structured and transparent framework for specialist training and registration.
Collectively, these reforms signify a new chapter in the evolution of medical professionalism in Malaysia, ensuring that local training standards remain harmonised with international best practices.
As the national body representing physicians and internal medicine specialists, the College of Physicians Malaysia reaffirms its unwavering commitment to:
- Supporting the MOH in the effective implementation of this policy.
- Continuing to uphold and strengthen the quality of postgraduate physician training.
- Advocating for policies that enhance the resilience and excellence of Malaysia’s health care system.
COPM is confident that the implementation of BIPPW will generate far-reaching benefits for both the medical profession and the public it serves, by advancing specialist development, improving patient care, and reinforcing the integrity of the health care delivery system.
We stand ready to collaborate with the MOH and all relevant stakeholders in ensuring the successful realisation of this important initiative, thereby contributing to the ongoing advancement of the nation’s health care sector.
Furthermore, this initiative should be encouraged to be expanded to include all physicians serving across the various ministries in the government, thereby ensuring equitable recognition and support for the entire medical workforce.
