KUALA LUMPUR, July 1 — The federal government will impose a harsh lockdown on nearly the entire state of Selangor with 6.5 million residents, as well as on specific localities in Kuala Lumpur.
Senior Defence Minister Ismail Sabri Yaakob listed sub-districts under every district in Selangor, except the district of Sabak Bernam near Perak, coming under the Enhanced Movement Control Order (EMCO) from July 3 to 16.

Ismail Sabri cited high Covid-19 incidence in Selangor and Kuala Lumpur that exceeded 12.1 cases per 100,000 people, without elaborating on the time period. The Ministry of Health (MOH), according to its weekly reports, defines “very high incidence” as 21 cases and above per 100,000 population.
From June 16 to 29, Labuan recorded the highest incidence rate in that fortnight at 461.85 cases per 100,000 population, followed by Negeri Sembilan (112.69), Kuala Lumpur (72.72), and Selangor (58.76).
Labuan, Negeri Sembilan, and the entire city of Kuala Lumpur were not placed under EMCO, unlike nearly the whole state of Selangor with lower incidence rates.
Ismail Sabri claimed that the Ministry of Health (MOH) would perform targeted testing on “all residents in affected areas”.
The government’s purported claim to test all residents on a state like Selangor with more than six million residents means that MOH would have to increase testing by 45 times a week, as only 132,467 people in Selangor were tested in the 24th epidemiological week from June 13 to 19. That week, only 561,156 people across the entire country were tested for Covid-19.
Under EMCO rules, only workers in essential services are permitted to go to work. Those in non-essential services are not allowed to leave EMCO areas and must work from home.
All residents in EMCO areas are not allowed to leave their residence, except one person per household who can only go out to buy daily necessities within 10km from their home.
Essential services, like utilities, cleaning and sanitation, can only operate from 8am to 8pm. Only factories manufacturing food and daily necessities like rice, white bread, sugar, cooking oil, wheat flour, fresh milk, infant formula, medicines, and face masks are permitted to operate.
Eateries (only takeaways, drive-throughs or deliveries permitted), grocery stores, pharmacies, veterinaries, and pet stores can only operate from 8am to 8pm. Petrol stations are permitted to operate from 6am to 8pm.
Wholesale markets can only operate from 12am to 6am, whereas day markets’ operating hours are from 6am to 2pm.
Sports, social, recreational, and cultural activities are prohibited.
Residents in EMCO areas, however, are permitted to cross district or state lines for their Covid-19 vaccination appointments by showing authorities their appointment details on MySejahtera, the website, or SMS.
