Health Services Commission Won’t Have Power To Create Positions: Minister

Dr Dzul says even if a Health Services Commission were to be formed, it would not have the power, under the Federal Constitution, to create new positions. Hence, he touts the Rakan KKM programme as a way to increase positions and wages for health workers.

MOH Moots Upgrading CKAPS Into Statutory Body To Audit Private Health Care Quality

Deputy sec-gen (finance) Norazman Ayob says MOH is proposing to upgrade CKAPS into a statutory body, similar to the US Joint Commission, to audit private health care quality based on value-based care. This is still preliminary, pending JPA/MOF discussions.

Health Minister Dzulkefly Ahmad says Malaysia won't adopt the American DRG model "wholesale", but introduce a "customised hybrid" version for private hospitals. In his New Year's address to MOH staff, Dr Dzul also touched on the acute shortage of doctors.

MOH To Benchmark Private Hospital Bills Against Rakan KKM

MOH plans to pilot the DRG payment model in Rakan KKM, the "premium economy" wing of public hospitals that charges above cost. Rakan KKM's bills can then be used as a reference price for private hospitals that takes into account a "marginal profit margin".

Health Minister Dzulkefly Ahmad has named EPF as among the investors of the Rakan KKM programme that seeks to set up “premium economy” wings in public hospitals. Dzulkefly says this isn’t a public-private partnership because the investment is from GLICs.
