Private hospital group IHH Healthcare Malaysia and university hospital UMMC are permitting their doctors to practise pending 2026 APC issuance, while stressing safe patient care. About 4% of doctors across IHH hospitals are presently affected by the delay.

Health Minister Dzulkefly Ahmad says CKAPS won't take action under the Private Healthcare Facilities and Services Act over doctors who practise without a valid APC amid delays, adding that the legacy MeRITS system needs upgrades and an automated workflow.

Doctors Barred From Charging Fees, Procuring Drugs Without Valid APC: Galen Centre

The Galen Centre says despite MMC's "waiver", the Medical Act prohibits doctors from practising and charging fees for work done during the period without a valid APC. The Poisons Act requires medical practitioners to have a valid APC to procure medicines.

APHM Wants Amnesty For Doctors Facing Delayed APCs

The Association of Private Hospitals Malaysia has requested the Malaysian Medical Council to grant amnesty to doctors affected by a delay in 2026 APC approvals to allow them to continue practising medicine while awaiting issuance of their certificates.
