KUALA LUMPUR, Oct 8 — Ismail Sabri Yaakob clarified today that the Conditional Movement Control Order (CMCO) in Klang is only applicable for Klang mukim, excluding Port Klang and Kapar.
The senior defence minister said yesterday that the decision on the CMCO in Klang district effective tomorrow was made because the district in Selangor, Malaysia’s most developed state, recorded more than 40 active Covid-19 cases within the past fortnight.
Following that announcement yesterday, the Selangor state government conducted a meeting with the National Security Council (NSC) and proposed a few changes in the implementation of CMCO in the district.
“Yesterday, I announced that CMCO will be implemented in Klang, starting from tomorrow. Today, we received advice from the Ministry of Health and Selangor Mentri Besar and the CMCO is applicable for Klang Mukim, without including Kapar mukim,” Ismail Sabri mentioned in a virtual press conference today.
“Port Klang is allowed to operate as usual.”
Yesterday, the Defence Ministry said the CMCO in Klang — which prohibits travel in and out of the area and allows only essential services to operate — applied to the entire district, including Port Klang, the busiest port in Malaysia and second largest in Southeast Asia.
Selangor’s Klang district, which is 626.78 sq km large, has two mukim — Kapar and Klang.
“In order to ensure the functionality of economic activities and uninterrupted food supply, in the meeting we decided to permit some sectors to operate,” said Ismail Sabri today.
Ismail Sabri also explained the restriction on the operational hours for businesses and public transportation.
“Wholesale markets are allowed to operate from 4am until 2 pm, markets from 6am until 2 pm, whereas night markets are not allowed,” Ismail Sabri clarified.
According to the Selangor Mentri Besar Amirudin Shari in a statement today, farmers’ markets can operate from 6am to noon. Clinics and hospitals can operate 24 hours a day, but pharmacies and drug stores are limited to 8am-11pm operation hours.
Restaurants and food stalls can be opened, but limited to operate from 6am till 10pm. People are not allowed to dine in. They can only pack the food from the premises. At the same time, food delivery service will not be interrupted during this CMCO.
Public transport, including e-hailing services, will function as usual from 6am until midnight for workers who are allowed to go to work.
According to Ismail Sabri, the Ministry of International Trade and Industry will announce the type of businesses that can function in Klang during this CMCO period.
Earlier, Ismail stated that under the CMCO, whose end-date was not specified, only two people per household will be allowed to leave their home to get food and daily necessities. Working residents are not allowed to leave the area for work, as authorities instructed employers to allow their employees to take leave or work from home.
Vehicles transporting essential goods are allowed to enter and leave the districts under CMCO on condition of prior police permission.
Places of worship, kindergartens, preschool, schools, tahfiz centres, higher education learning institutions, skills training institutes, child care centres, public parks, recreational centres, indoor and outdoor playgrounds will be closed during this period. All activities in places of worship will be postponed during this period, according to the Selangor Mentri Besar’s office.
The Selangor Mentri Besar also said today that all sports, recreational, social and cultural activities will not be allowed from October 9 to 23.
“In facing the third Covid-19 wave, the state government stresses that cooperation between industries, communities, and government is much needed for us to break the chain of transmission or to flatten the curve of this virus,” Amirudin said in a statement.
He encouraged people to follow health standard operating procedures (SOPs), to wear a face mask whenever leaving home, to use the SELangkah contact tracing app to check in at any premise, and to always physically distance at least 1 metre from others.

MOH has said before that an area is classified red with 41 or more new local Covid-19 cases reported in the past 14 days.
According to the Selangor Task Force Covid-19 (STFC), the district of Klang has 79 active coronavirus cases — 73 in the Klang mukim and six in Kapar mukim — as of yesterday.
That excludes 24 interstate infections in the Klang mukim. As of yesterday, Selangor has recorded 249 active Covid-19 cases who are in treatment.
Last Saturday, STFC chair and former Health Minister Dzulkefly Ahmad told CodeBlue that any form of MCO in Selangor will cost a huge administrative and human resource implication, as well as have a direct impact on the economy and livelihood of Selangoreans.
