In an analysis of health in Budget 2025, the Galen Centre says the increase of RM2.36 billion for emoluments shows a serious effort to retain health care workers. Revenue from the SSB tax hike will likely fall far short of the cost of subsidising sugar.

Budget 2025: Health Ministry Gets RM45.3 Billion, Most Of Increased Allocation Goes To Emoluments

MOH's allocation for Budget 2025 is RM45.3 billion, a 9.8% (RM4.1 billion) increase from 2024. Allocation for opex increased by RM3.4 billion, devex by RM670.5 million. Most of the increase went to emoluments that rose by RM2.4 billion to RM24.1 billion.
