Doctors’ Groups Demand Universal 50% On-Call Allowance Raise

MMA and HDK demand for a "long overdue" 50% on-call allowance raise to be allocated in Budget 2026 (RM110-RM125 increment for MOs/specialists). They say this ETAP increase must be given to all doctors doing on-call, regardless of department/work schedule.

Minister: 50% On-Call Allowance Raise Costs RM144m Annually

In response to a senator who asked how much a 50% on-call allowance (ETAP) raise for doctors/dentists would cost, Dr Dzul says it will cost an extra RM144 million annually. MOH is also planning "new guidelines" to improve implementation of on-call duties.

Fund RM80m On-Call Allowance Raise With 50% Cut To Allowances, Pensions For MPs, Senators

The government can fund doctors’ on-call allowance raise of RM80 mil/year with a 50% cut to MPs’ and senators’ fixed allowances, plus a 50% cut to existing pensions for retired MPs, senators, ministers, and deputy ministers. These cuts generate RM83.5 mil.

The Galen Centre says doctors' on-call allowance raise costing RM80 million can be funded by removing sugar subsidies in Budget 2026 that would save the government at least RM500 million a year. Malaysia faces high diabetes rates. Hence, this is a win-win.

Dr Dzul says MOH and JPA will table a proposal to Cabinet to increase doctors' on-call allowance (ETAP) for implementation next year, adding that health workers are currently entitled to 21 allowances. BSM previously said an ETAP raise costs RM80mil/ year.
