Budget 2026 Slashes Funding For Madani Medical Scheme, Health Education, MHTC, NCEMH

Several MOH programmes face cuts in Budget 2026 despite a higher overall allocation of RM46.5 bil. The funding cuts include the Madani Medical Scheme (50%), MHTC (33%), health education (23%), and the National Centre for Excellence in Mental Health (12%).

FPMPAM and MPCAM want a full audit of the Madani Medical Scheme that should include ProtectHealth, not just private GPs, after a ProtectHealth review found fraud committed by panel GPs. FPMPAM says ProtectHealth’s audit shows it can't manage moral hazards.

Iltizam Selangor Sihat Sees Higher Usage After Madani Programme Downscaled

Iltizam Selangor Sihat (ISS) services saw rising usage from Jan to March this year after the federal Madani Medical Scheme was downscaled. Selangor exco Jamaliah expects further ISS utilisation. In 2023, ISS utilisation rate by beneficiaries reached 48%.

Tanjong Karang MP: Administer Social Health Insurance Under PM’s Department

After the Madani Medical Scheme was downscaled, Tanjong Karang MP Dr Zulkafperi Hanapi says a national health insurance scheme is urgent, suggesting that it be administered by a special agency under the PM's Department. He volunteers to run it.

Dzulkefly Ahmad says the refinement of the Madani Medical Scheme is not intended to restrict patient access to medical care. Patients with minor ailments outside the 10 districts can go to KKs and govt hospital Green Zones where long waiting times aren't an issue.

Dr Dzul says despite the downscaling of Madani Medical Scheme to 10 districts, funding is set to run out in April 2024; it costs RM1.7 mil weekly in those 10 districts. Rather than treat cough and cold, Peka B40 screening has better health outcomes, he adds.

Madani Medical Scheme Downscaled Because Funds Nearly Finished: Dr Dzul

Dr Dzul says the downscaling of the Madani Medical Scheme (SPM) to just 10 districts from nationwide expansion last Sept is because the programme has run out of money – even though it's only February. SPM received RM100mil allocation from Budget 2024.

FPMPAM and MPCAM want a co-payment model in the Madani Medical Scheme, which they say is underfunded, to enable GPs and patients to make their own decisions on care. Doctor groups also complain about excessive paperwork that discourages GPs from joining.
