A senior nurse proposes that MOH hire foreign-trained nurses like what was done in the mid-90s. Max nurse-to-patient ratio in wards should be 1:8, but common ratio in MOH hospitals is now 1:15, 1:20 or higher, risking patient safety. Double shifts are common.
