The health minister's Parliament reply shows some 52,000 medical officers and specialist doctors were employed by MOH as of June 30; Selangor has most doctors. Annual data shows ~3,500 permanent MOs and specialists quit MOH in the past five years in total.

Specialist Doctor Resignations From MOH Rose 57% In Five Years

Resignations of specialist doctors from MOH rose by 57% from 229 resignations in 2019 to 359 in 2023. Last year's 359 resignations were more than double the 168 resignations in 2022 and the highest in the past five years since 2019.

Contract Doctors’ Resignation Trend Rising, MOH To Cut Permanent Appointment Offers By 31% For 2024-2025

Contract medical officer resignations dropped 32% to 924 in 2023 from 1,354 in 2022, but overall resignation trend rose 2017-2023. MOH also plans a 31% reduction in doctors' permanent appointments from 8,704 offered in 2022-2023 to over 6,000 in 2024-2025.

Over 1,100 Doctors Didn’t Report For Duty For Permanent Posts In 2023

MOH data shows the number of medical officers who didn't report for duty at their placements for permanent appointments surged 1,333% from 78 in 2022 to 1,118 in 2023. This is an 18-point jump, in just 1 year, from 2% to 20% of doctors offered permanent posts.
