Dental Officers’ Contracts Ending Today Without Permanent Appointments — MDA

Contracts for the 2021 contract dental officer cohort are set to end today (April 6), July 11, and Sept, without clear direction on permanent appointments or extensions. These dentists have contributed to service delivery in the public health care system.

The Malaysian Dental Association (MDA) wishes to express its concern regarding the current situation faced by Pegawai Pergigian Kontrak (NDOP) Kohort 2021, as their contract periods approach expiry without clear direction on permanent appointments or extensions.

We understand that formal representations were submitted by affected officers as early as November 2025. While we appreciate the complexities involved in public sector workforce planning, the absence of a definitive update has understandably created uncertainty among these officers at an important stage of their professional development.

The contract periods for NDOP Kohort 2021 are scheduled to end as follows:

  • April 6, 2026 (NDOP Bil. 1/2021)
  • July 11, 2026 (NDOP Bil. 2/2021)
  • September 2026 (NDOP Bil. 3/2021)

The MDA recognises that decisions relating to employment and establishment fall under multiple agencies, and we acknowledge the efforts of stakeholders involved. At the same time, we believe that timely clarity is essential—not only for the officers affected, but also for maintaining confidence in the sustainability of the public health care workforce.

Malaysia continues to face challenges in retaining health care professionals, particularly in an increasingly competitive regional environment. Providing clear and structured career pathways will be important in ensuring that trained professionals remain committed to serving within the public system.

These dental officers have contributed meaningfully to service delivery, including in clinical care, public health initiatives, and during national challenges such as the Covid-19 pandemic. Their continued participation in the system would support ongoing service continuity and strengthen oral health care delivery for the rakyat.

In this regard, the MDA respectfully calls for a timely resolution to this matter through a coordinated approach among the relevant authorities. Consideration may be given to the following:

  • Offering permanent positions to eligible officers from Kohort 2021; or
  • Providing interim contract extensions to ensure continuity of service while longer-term decisions are finalised.

The MDA remains committed to working collaboratively with all stakeholders to support solutions that are sustainable, equitable, and in the best interest of both the profession and the public.

We believe that with clear communication and coordinated action, this matter can be resolved in a manner that reinforces confidence in the system and supports the future of Malaysia’s health care workforce.
