MOH Reviewing Housemen’s Fast-Track Programme For High Performers

The High Performance Housemanship Programme (HPHP) allows house officers to complete their housemanship within 18 months compared to the conventional two years.

KUALA LUMPUR, Dec 24 — The Perikatan Nasional administration will review a programme that shortened housemanship for high-performing medical graduates, a fast-track previously approved by the Pakatan Harapan government in 2018.

Health Minister Dr Adham Baba noted that the High Performance Housemanship Programme (HPHP) was implemented when housemen were offered permanent positions in the Ministry of Health (MOH). HPHP gives house officers an opportunity to complete their housemanship within 18 months compared to the conventional two years.

HPHP paved the way for medical officers to complete their mandatory postings in advance and obtain the Hadiah Latihan Persekutuan (HLP), a federal scholarship to pursue their specialisation.

“However, since 2016, when housemen were appointed on a contract basis and no longer had the opportunity to follow specialisation programmes or get the HLP, therefore implementation of the HPHP is being reviewed,” Dr Adham said in a written Dewan Rakyat reply to Kuala Selangor MP Dzulkefly Ahmad.

“The government is always proactive in implementing internal improvements to the housemen’s programme, especially for house officers who have the best talent and excellent accomplishments through the High Performance Housemanship Programme (HPHP),” he added.

Former Health Minister Dzulkefly was asking Dr Adham on the intention of MOH to implement HPHP that was approved by the Cabinet in 2018.
